his new solution to “minimize” the affect of subjectivity (which will always be a factor) is to make the entire grading system subjective. this is being selectively implemented as some people i know in flight school have 5-6 failures and are retained while others are getting the boot almost immediately. we have a huge pilot shortage, but in his words the solution to the problem is not to make more pilots, but to somehow make “better” pilots. they expect you to teach yourself most of everything you need to know from a book, which for me, is damn near impossible. in my experience, if you can pass the brief you’ll pass the flight. i’m an snfo so i can’t be 100% helpful, but i can tell you that because of how backed up naval aviation training is in general, big navy is front loading attrition to weed students out before they get to the training squadrons. api standards have gone up, and failures follow you the whole way now. the guys and gals i saw leave were not surprises. and even then, most were dors or due to physical issues. being in api and now primary i will say that it seems like only a couple at each stage fail. mostly because everyone is really good at studying, though the standards have been slowly rising.
